Roanoke Valley Delegate Chris Head begins his freshman term in Richmond tomorrow, and his experience as a small business owner plays a big role in his incoming to-do list.  Head is quite aware that a first-year delegate’s clout has limits, but there are more than a dozen freshmen who are small business owners, and Head says they are all likely to back proposals for fewer state small business regulations.
