The Roanoke County Police Department will use its “no refusal” policy this Halloween weekend. Tomorrow through Sunday if a person suspected of driving while impaired refuses a breath test an officer will apply for a search warrant with the magistrate to obtain a blood sample which would then be submitted for a toxicology test.
