You can breathe a little easier in Virginia. State environmental officials say air quality this year is the best since they started monitoring two decades ago. The Department of Environmental Quality cites two main reasons: one is a sharp reduction in emissions from factories and power plants. The other is cleaner emissions from motor vehicles.
