It seemed like a sure thing to many observers – and a Roanoke College poll last week – but when all the votes were counted current Democratic Vice Mayor Joe Cobb finished 19 votes behind former Mayor David Bowers last night. But Cobb says its not over ’til its over, as WFIR’s Gene Marrano reports:
