According to a Roanoke County spokesperson, on May 15, Carla Bream went to the Roanoke County Commissioner of the Revenue’s office to discuss a tax dispute. Bream told police that during a discussion with Commissioner Nancy Horn, Horn pushed her out the door and into a wall. The officer on the scene interviewed Bream, Horn and witnesses, as well as reviewed surveillance footage of the alleged assault. After the investigation, the officer determined that there was not enough evidence to charge Horn with assault. On Tuesday, Bream filed her own charges against Horn, and yesterday Horn was issued a summons on an assault and battery charge.
