Its full name is  the “Independent Bipartisan Advisory Commission on Redistricting”. Governor McDonnell created the commission to recommend boudaries that will comply with population changes and election law. Commission Chairman Bob Holsworth says what citizens say at its public hearings is important and will be part of its final report.
The commission’s recommendations are not binding; the General Assembly makes the final decision on that in April.
