Colonial Downs says it will have to shut down its Vinton and three other western Virginia off-track betting sites after today unless and until the horse track reaches a new contract agreement with thoroughbred horse owners and trainers. Under federal law, betting operations must cease when there is no contract agreement in place. WFIR’s Evan Jones has the story.
