Virginia Tech students start returning in big numbers to Blacksburg this coming week — and any who ride around campus on mopeds face some new rules. Moped users must now look for designated parking spaces on campus, and the university says it will enforce new state laws requiring moped drivers to carry a government-issued ID and wear a helmet.
